11:38 ET North Korea offers to suspend nuclear program - Sky News Sky News reports that North Korea has offered to suspend its nuclear program at talks with the United States, Chinese officials have told Western diplomats; Pyongyang also offered to suspend ballistic missile tests, halt missile exports, and allow in nuclear inspectors. (Of course, North Korea warned on its official website today that "The Democratic People's Republic of Korea has a big pluck and will not be frightened by the U.S. tall talk" about the nuclear issue, so we seem to getting some mixed signals here.)
