It DID win them in the '67 war. Israel wants the territories split between Israel and Jordan. Jews in the territories would live on land annexed to Israel and Palestinians on land annexed to Jordan. Israel doesn't want a large Palestinian population, a Palestinian majority, because its raison d'etre is to be a Jewish state, a refuge for the world's Jews, and as a rule of law democracy, a majority Palestinian population will cause Israel to cease to be a Jewish state. Jordan has always been an unwilling partner because it is a Hashemite Monarchy ruling a majority Palestinian population and doesn't want any more Palestinian citizens, and, of course, the destruction of Israel will solve its Palestinian problem as a new Palestinian state in place of Israel will attract many if not most of its Palestinian residents.
