In wartime if you want to protect yourself from becoming involved you dont use your territory as a base to challenge the victors. Iranians didnt have to jail anyone, just had to discourage them rather than encourage. Do you doubt that clerics are encouraging these folks? Again a failed US effort to control the post war situation is in their interests, no? A shiite clerical state over at least part of iran is in their interests as well. Their =s clerics, not iranian people.
