I work closely with many companies in the software, hardware and professional services areas. From what I can see, budgets remain tight, hiring is sporadic and very specific and optimism about a return to even a normalized period of growth like we saw from 92-98 remains dormant. Most are in a bunker mentality...

VC's remain extremely tight fisted.

Performance has leveled off in some sectors, risen a bit YOY in some and continues to slide in others (telecom).

Does this sound like an environment where already high stock prices can sustain a rally? At best, we are in another bear market rally. The question is how long it will continue before the smart money bails.

I am not so sure about a sea change. Watch out for the rip tides. :)
