Provoke: to arouse to a feeling or action.

Rising tension has existed between the US and Iraq since 1990. The US made a case at the UN and domestically for disarming Iraq that had merit. The UN and domestic support was apparent. The US followed a linear plan of disarmament where as the rest of the world got bogged down in political wrangling. The "principles" that laid a foundation for military action are complex solid and many.

The "principle" TP has proposed is "unprovoked aggression." Could you please address this? Is there such a thing? Is parental discipline, police activity, etc "unprovoked aggression?" If I step in to defend a homeless person from being rolled by bored teens, am I committing "unprovoked aggression?"

At what point does rising tension all by itself justify an aggressive act? or does it?
