He is likely to have a national suicide plan in place if he is attacked. I don't know how credible the claim of nukes is -- he could be bluffing. If he is bluffing, then a US preemptive strike is not out of the question -- there is no doubt that such a plan exists and he knows it. To be effective, we would have to be prepared to nuke his front lines if he retaliated against a surgical strike on his nuke processing capability (if we can pinpoint it).
