For the World Health Organization to "conditionally" lift its travel ban affecting Toronto so quickly (in one week) is unprecedented.
While Canadian markets are strengthening somewhat in hopes that this will mitigate negative economic effects in that country, a more level view is that the broad effects come close to outweighing the positive.

Why? First, because it shows that the WHO can be lobbied out of a position. That does nothing for its credibility. Second, because the WHO was late in putting the ban in place, which speaks "ill" of its ability to deal with outbreaks, and also augurs poorly for management of inevitable future epidemics or pandemics.
