Moving away from the military question for the moment, let's just agree that a challenge of some sort might be justified as one side anticipates a breaking point. The challenge itself is justified as long as it represents a remedy that is commensorate with the the source of tension. At what point does the challenge get validated or nullified while the breaking point is still at issue.
