Prior to 911 the US was greatly concerned with Saddam Hussein. He had attacked his neighors in the past and they did fear that Saddam had an unverifiable WMD program.

Maintaining troops in Saudi Arabia seemed a necessity. Little did the US know that bin Laden wasn't bluffing and would pull off the crime of the century. Up until that point I don't believe the US had any serious concern to Muslim extremists who deeply resented our presence in the holy land and believed that it was ultimately US intention to subjugate the Land of Saud.

One of many compelling reasons to engage the Iraqi regime must have been to allow the US to withdraw it's forces from Saudi Arabia and remove that deep resentment and suspicion.

So, I would say that Osama bin Laden did win that battle, but certainly not in the manner that he envisioned. The "manner" was an American victory.
