From what I can see, budgets remain tight, hiring is sporadic and very specific and optimism about a return to even a normalized period of growth like we saw from 92-98 remains dormant.

Personally I don't consider growth from '92-'98 to be normal at all.
It was hypergrowth facilitated by easy credit.
so easy most if not all technology companies over spent.
Way overspent.
And if you look at things now,
Inventories are once again beginning to build up.
This is all just my opinion, I don't work for a software or even a tech company, so take my opinion FWIW
But I believe this kind of stuff(bold highlighte) is a nasty trap #reply-18893533
Now is not IMO the time to be building inventories or spending.
It's time to become lean, mean, conservative machines and begin to save a bit before more spending sprees are justified.
Granted the risk takers are rewarded.
But....
