from the BigWhiteGuy.com blog on Hong Kong -

This sounds like something the Russains would come up with.
It also may be a very good practice

SARS: Lottery Losers
Junior doctors are taking part in lotteries to determine who has to work in SARS wards, while senior physicians are exempt.

Apparently, the lotteries are held at Kwong Wah Hospital and the Princess Margaret Hospital. The Hong Kong Hospital Authority, a misnomer if ever I heard one, said:

The authority's policy is to enable the hospital management to discuss with staff the most appropriate arrangement.
Two words: cop-out. One doctor from Kwong Wah summed up the lottery policy this way:

We are all willing to help but if the seniors are chickening out, we just feel we are being cheated.
Indeed. This does appear to undermine the popular image of the selfless medical worker, battling the virus against all odds. Clearly, the lottery system is not happening at all affected hospitals, but if it is indeed true of the two mentioned, then several people need a good swift kick in the ass. And not just the policy makers, either. Any senior doctor who willingly took advantage of this system ought to pay a month's salary toward buying Barrierman suits, in addition to pulling his own weight around the hospital.

There's no telling how damaging this nonsense could be to the morale of the rest of the staff, who have just as much to risk as anyone else.
