Most of my portfolio is based on that "phenomenon". Regardless where "the market" goes and what the big cap stocks are doing, a diligent digger can always find 20-30 sound small caps with good earnings for a value portfolio.

Apart from a few genius managers, the only way to beat the indexes is not to play the index stocks. Small caps offer a much more promising avenue for the small value investor. The companies are comprehensible and less likely to get squashed by the herd.
