The support for the war came not from one country's claim(s) but from FINDINGS OF FACT by the multinational U.N. Security Council:

Saddam had the opportunity to comply and he choose not to.

It is entirely Saddam's fault he choose to not cooperate with the U.N., to file a fraudulent answer on December 7, 2002, and did not make, in Dr. Blix words, the "fundamental decision to disarm". Nobody else is at fault.
