Nope. Each is playing to their base which, incidentally, are the only ones listening. Hard to say what needs to happen for it to blast out of the base.

Moreover, whatever one thinks of Tom Daschle's political skills, this bit plays to his strength, holding the Senate Dems together. And Frist is still learning. Right now he looks like a slow learner. But it's awfully early.
