You are very close. The PLO was founded in 1964, I believe, to fight "Israeli occupation". Its charter called for the destruction of Israel. Jordan and Egypt controlled the West Bank and Gaza, then. The major group in the PLO was Fatah, Arafat and Abbas's group. All these guys are still around doing te same thing. So, in 1964 and now, "Israeli occupation" doesn't mean the West Bank or Gaza or the settlements, it means the state of Israel. After 1967, when Israel captured the West Bank and Gaza, the strategy became a two step process. Gain a state in te West Bank and Gaza and use it as a base to destroy Israel. They have done very well in the propaganda war and people world over, like you, think that they are fighting "Israeli occupation" in the West Bank and Gaza.
