At best Dunkirk was a 'moral' victory. In reality it was a British disaster. A military debacle somewhat mitigated by the fact that the British were able to evacuate a sizable number of their troops.

At best bin Laden won a moral victory in getting US troops to move from Saudi Arabia, but 911 created the actions that saw el-Qaeda suffer major defeats on every other front.

They lost Afghanistan as a base, saw the Taliban go down in flames, saw the arrest of many of their followers and top organizers, saw a huge amount of their finances seized or frozen by various governments, contributed to the fall of Iraq and appear to have nearly ceased terorist operations.
