I can't speak first hand about H&Q, but their prime competitor Montgomery's private-client minimum has generally been $1 million or more. They may make exceptions for up-and-coming executives who work for their investment banking client companies and have restricted stock grants, or individuals introduced by their existing private clients. These firms are institutionally-oriented, and individual accounts are not their primary business.

Having an account doesn't automatically assure anything on the IPO front. All sorts of variables apply. Transaction volume(discouraged with individual accounts), banking relationships, all sorts of factors. Most IPO's go to institutional accounts anyway.
