Face it - "They don't seem to have decided on xxx" is an OPINION. Fact would have been is Blix FOUND weapons. He didn't. All this "Sec Council demanded that Iraq comply fully", "Blix said full cooperation lacking" is feeble excuse to invade a country. And you know it. After all, it was NOT the UN Sec Council that decided to invade Iraq. If there was such FACTS, then they would have.
