If what I said is wrong, take the inverse of that statement and explain how it would work. "Those dollars get invested back here because the individuals in charge of deciding what to do with their dollars decide not to put them to work in US securities." It must have been truly devastating for them to earn double digit returns in the stock market all those years....and double digit returns in the bond market for the last twenty or so ...as well as the currency kicker.
