The best account I have seen is that they are largely Iraqi Shi'ah who were trained in Iran, and are loyal to that regime.......

It's probably more correct to state that the Shia Clerics, no matter what their nationality, have common interests that transcend ethnicity. Their agenda is not guided so much by where they were born, but the theo-ideology they believe and which forms the foundation for their personal and political power base.

Thus, I can easily see the potential for Iranian and Iraqi Shia clerics to work together if it advances their theological control over their respective societies.

But I absolutely agree that asserting nationalism and ethnicity can play a part when it is an Iraqi Theocrat attempting to increase his own power within the Shiite heirarchy... But few of the Iraqi Shiites cleric have sufficient age and respect to win the "hearts and minds" of the overall Shiite community in both countries.

Sistani is getting old, and has spent the past 20 years locked up under house arrest in Karbala... The struggle for the succession has commenced with the killing of Khoei.
