Moore's Law is only for TECHNOLOGY scaling which goes by feature size.

Going from mm wafers to 200mm to 300mm wafers gives a 9/4 cost advantage (roughly) that adds to Moores law for die size shrink. Add in reduced losses on large chips to edge / round effect and competition and you get a dramatic price decline. '98 prices might have been with 150mm wafers...
