Because by removing our troops from SK, we're removing every possible and legitimate excuse for Kim Jong Il to claim the US plans on invading the north.

If there are no US troops, but merely the presence of the US nuclear umbrella (implicit, one should opine), then NK can't truly argue they require a non-aggression pact from the US since we have removed our troops.

It also shelters South Korea from being protrayed as a legitimate target for North Korean retaliation.. And besides, they can take care of themselves.. US troops will always be ready to be transported, if required.

I definitely don't see the North repeating their performance of 1950, where we had only the Pusan perimeter left to reinforce.

And removing US troops resolves some touchy issues in S. Korea as well (although I don't believe most SKs hate American troops there).
