Well, it could be said someone makes decisions about every moment in their life.... this has truth to it. So your statement is seen as 'true' for you. And yet, one can look at the same statements and say no:

Does one make the decision to get hit by a drunk driver? Yes, and No.

Does one make and investment decision when tossing coins into a pot on the dresser? Yes and no

Does one make an investment decision having part of every paycheck go into the same retirement fund they always have regardless of what it holds, who runs it, and their change in risk profile over time? Yes, and No.

Are all foreign holders of $US making an 'investment' decision in holding those dollars? Yes and No.
