The key to the generous Palestinian aid is:

1. It should be given directly to the affected Palestinian individuals, not to the PA or other government entity.

2. It should be announced now, and be formally deposited and held in escrow, rather than left to be determined at the end of the process. However, it should be distributed only when the peace process is completed.

I think this is essential to transform Palestinian public opinion, which in turn is essential to allow the PA to confront the rejectionists. Without such a transformation in Palestinian public opinion, the peace process has very small chances of success. I doubt that the baby confidence building steps in the roadmap will result in substantial transformation in Palestinian public opinion.
