Do you need everything explained to you? OK.

Upon suspicion, detain the guy. Allow him legal representation immediately, because that is what is normal in a democratic country. Keep him for a maximum of a month, if you are so worried that there is something going on. Then you have to charge him something. If in a month you do not have a case, well, probably you don't have one.

When you let him go, reserve the right to keep him under constant surveillance. Tap his phone. Interrogate his friends. Follow him.

In reality, most who are being detained are being detained for reasonable periods and for reasonable causes. <opinion gggg>

Well, that is an opinion based on.... nothing.

How do you know "most detained are detained for reasonable periods", let alone for "reasonable causes". Answer: You don't know.
