If there's any one base the US would want to keep open in Germany, it would likely be Grafenwohr.. Considering the amount of money already spent on that primary tank gunnery and maneuver range it would be hard to just say "goodbye" until we were actually kicked out (and the Germans benefit considerably from US $$$ spent there)..

And it sounds like the money being invested is for building more infrastructure to handle troops being relocated there from other posts. So I don't think it will be too difficult for congress to approve those funds.
