Whatever parts Israel intended on settling with Jews, whatever parts they decided were vital for long-term security, they should have annexed in 1967. Made it formal, and made clear that the rest was available in a land-for-peace deal. And not put any settlements on land that hadn't been annexed.

I'm not sure if you're aware that Levi Eshkol did just this in 1967 - annexed East Jerusalem, and offered the rest back in a land for peace deal. He got the three no's of the Khartoum conference - no peace no recognition no negotiation. The Arabs also absolutely rejected Resolution 242 because it spoke of secure borders for all countries. So the situation passed into a kind of limbo.

And if Israel truly insists on the right of Jews to settle anywhere in Judea and Samaria, then they should have expelled all the Palestinians into Jordan in 1967

The answer is to have a Palestine where it is not absurd to have Jews live under the same conditions that Arabs have in Israel, as citizens, promising loyalty to the state. The very fact that this simple and equitable solution is considered absurd shows how unlikely peace is under current conditions.

The populations are so mixed now, as to make it impossible to draw a frontier, without leaving a lot of people on the wrong side.

But that was always true. The populations were always interlaced. It's just a little more true with the settlements.
