I'm not sure myself. But I think it has to do with overhead. This last year the traded about 15M shares for payment of work, capital etc... When I started covering this they had close to 30M shares outstanding.

Plus, I think people are skeptical that the CO will hit the targets they say they are going to this year. Even if they do, then what? Where are they going to find their growth?
