Since the Democrats have been trashing the constitution for decades, here's a trade that we could all live with: SIXTY Senate votes REQUIRED for ALL appropriations above last year's dollar level (i.e., no inflation adjustments), 60 Senate votes REQUIRED to RAISE or IMPOSE any taxes, and 40 Senate votes ONLY to LOWER taxes, ELIMINATE taxes, or restructure taxes lower. Then they could keep the 60 vote requirement for judges, which will be very handy if another Clinton is ever fabricated into the White House.

Since the Republicans will possess or control 60+ votes beginning in 2005, the current administration's agenda would not be restrained...
