Pre-emptive strikes against such individuals What?!?! Are you talking about a 1984-style "thought police" arresting people before they commit a crime, just on the basis of their thoughts? Question is, is the benefit worth the cost. Not sure about the "benefit" but the cost is obvious - human rights, that are the basis of any modern western democracy. Up to you guys to decide if any "benefit" is worth that cost...
