ummm, well, his 1993 budget turned the national debt from about 4 trillion dollars in the red into--all too temporarily, thanks to Bush Junior--a surplus, which then led to all sorts of other beneficial activity (creation of millions of jobs, etc.) (and he did it without a single Republican vote--many of whom, however, predicted all sorts dire stuff that never came to pass).
