Horseshit. In order of government corruption in the West: US, France, Canada. The reason: the most money floats around Washington, less floats around Paris, and much less around Ottawa.

The fix was in in Washington and the lumber tariff deal was done just as it was was for the steel tariffs against the rest of the world. The really crappy aspect was the gloating that went on about it as the US's allies tried to separate their resentment about the tariffs whilst the US sought sympathy for 911 and material support for the fight against terrorism. The attitude in Mainstreet, Anytown, Anycountry, is, "What a bunch of assholes! They want support and at the same time they shit on us!" [Direct quote]

Bad PR. Bad economics.

It's not surprising that a resentful weasel like Chretien or Chirac would kick you in the balls when they get a chance to be on the wrong side of history.

There's plenty about much US policy that's defensible and supportable so don't start defending the indefensible just because it's fun to get a rise out of Marcos. It's not Saturday night.
