I read this six times now, and still am unsure exactly what you mean ..... but generally, both the US and the soviets lied to all of us for about half a century, at every opportunity and as their normal modus operandi ... the russians were brutal to the baltic republics and several others, in very much the same degree as the US used the Batistas and Somozas to spread their terror in their 'sphere of influence' .... and as far as goes 'permitted', both of them under detente didn't get much say over what the other did, so i don't think that applies .... the russians had their own form of Manifest Destiny, i don't think it's disputable that they were territorially ambitious .... a pox on both their houses until they smarten up and understand that they are either with us, or they are against us, is all i have to say on both of them .... some periods it does look like one or the other is smartening up, some days it looks like they're sliding back, so it goes
