For some 20 years, since I understood this basic mechanism, (ie, only 3 possiblities to follow the process) I have hoped for more detailed and public information on the process, but with no luck.
Additionally the software, statistics, algorithms used are interesting, as well as the "arguments" on the acceptable goals. (as well as the debate in UK, where the debate was once again banned from the public)
I thought 2001 would have brought this to the internet, but was busy then..
Well, must wait for 2011.

How come Texas is doing this stuff now, 2003?? (maybe it was in the articles, at least mentioned as something "special")
Btw, I live in a fairly 50-50% language-divided county, so from the very start I understood this US-districting-winner-takes-all system, ie. I had a good "local" reference. Luckily we have a proportional representation, multy-party, multy-member system with only minor importance in how our 15-20 member districts are drawn. That is, max +/-1 seat in 20 to gerrymander, and mechanisms to make that even lower.
But we have one special-special minority-district with only one winner-takes-all seat, otherwise this special-special district would get no (local) representation. (one reason the mechanisms and what I first thought, "theoretical probabilites", were something I could "refer" to) |
