Jay, it wasn't long ago that Japanese had sanctions imposed against them by the USA, at a time when the Japanese Greater Co-prosperity Sphere was ascendant.
Japan decided that they might as well strike a blow for freedom [their freedom] and blew up Pearl Harbour's Pacific Fleet.
It ended with Hiroshima and Nagasaki being nuked.
I'm not convinced that sanctions are a good idea against North Korea. In fact, I consider them a bad idea in the absence of an actual attack of some sort.
I suspect that North Korea is acting at the behest of China, to some extent at least, to give the USA something to think about. A bit like South Vietnam was backed by the USA to give China something to think about. A bit like Taiwan is backed by the USA to give China something to think about.
There seems to be lots to think about and lots of people to do thinking, but not many sensible solutions coming out. I hope there is not a Final Solution.
The obvious answer is CDMA2000.
Unfortunately, too many people don't like peace, light, harmony, happiness, health, prosperity, longevity, fun and love. They prefer to kill something and preferably somebody. Or lots of somebody's. So there's always the prospect of confrontation and more killing.
I'm hoping the nukes' half-lives are approached so that they fizzle out, unused.
