I have compiled a compelling case that the looting was allowed and/or encouraged by the U.S. Central Command as a method to ensure that Iraqi civilians could not jumpstart a new local government before the U.S. was ready.

The policy has shot them in the foot mostly because it was a hastily drawn up policy after the battle for Baghdad proved to be not destructive enough to accomplish the same goal. Rumsfeld wanted breathing space for his puppet regimes.
