i have heard there is legislation to free pension funds from using Treasurys as their discount rate and use corporates instead. this will not change their portfolios or their performance, but it will change their calculations of under- or over-funding, making them look better in the short run and further delaying the inevitable reckoning.

i try to think of scenarios that could cause the revolution in trade policy needed for the MoF to call for a repatriation of Japanese overseas assets. perhaps North Korea's going nuclear will do it. as we have heard, Japan is surely next in line here. could be the beginning of the end of more than half a century sucking at the US military's protective teat. and the beginning of the end for the US consumer, sucking for 30 years at the teat of an export-obsessed MoF.
