The reason it's positive is that it looks as though the CVG has handed it over to the MEM to deal with the permitting. i.e. CSL only has to deal with one agency instead of two, and if/when they do get the permit, it'll be long term -- say 20 years instead of 2 or 3.

My understanding is that the Propuesta was considered to be part of the preliminary Plan. The FS will accompany the final Plan. I seem to remember a figure of $500,000 from somewhere (to do the FS)-- although I could be way out there? Anyway, I think that Bateman has guaranteed to put up the funds for the FS.

No doubt it will all take many months more, even if it goes smoothly. :^)
