I'll try to be clear as your ability to understand seems quite limited.

If Ashcroft was worried about a personal threat he would not have put all his security eggs into the very expensive proposition of renting jets. These funds come out of the budget that would protect him in many ways. His obsession with flying is strong evidence that he was told that a hijacking was in store and he didn't want to be part of it.

The implication is that he was willing to let other Americans die by keeping the threats under his hat (or behind the blue curtain). This group that Cheney picked, after he picked himself, wanted America to experience a "wakeup call". Once again, Ashcroft wanted to keep out of the potential combat zone and that meant staying out of the commercial aircraft.
