Obvious, no? If there are indications of trouble, assume that it's all the fault of those doing the reporting. Of course the reports seem awfully consistent, and they all indicate the same problems, but that's clearly just a case of consistent anti-administration bias.

Then we get to wonder, down the line, what went wrong, and blame it all on somebody else.
