The Iraqi nuclear storage facilities, which have been sealed under UN supervision for more than ten years, were well known. Failing to have enough people on the ground to secure them (if that was the problem) means that the people that planned this war did a very poor job.

We have spent billions trying to prevent people from getting material for a dirty bomb. Letting people loot facilities that potentially house material for many dirty bombs, under our noses, can only be described as criminal negligence.

This is not a failure of the soldiers on the ground, but rather a failure of the planners at the defense department. Nuclear storage facilities were evidently way lower on their priority list than the oil ministry. This is rather surprising in a war that was supposedly all about WMD.
