llmarinen, Yes, the Euro has been down for so long it has almost forgotten how to be up.
US$ is getting beat over the slowdown in the economy, however it will reverse later this year as imported cars drop off due to their higher costs and I expect by the end of summer the US$ will be rising agin.

I am unaware of historical aspects of political systems, I think people who study political science will get deeper into it than I do.
Another aspect is a paid vote. Pay people $200 to vote. That will increase participation to 98%+ without enmity.
You can make it mandatory, but that breeds enmity and avoidance. $200 every 4 years is a tiny price to pay for a 98%+ turnout. Just a small goos to the economy that will resuly in as much tax revenue from the multiplier ratio as it costs, so it would be neutral.
Most US politicians will not do it, they do not want high turnouts. They want to play riding games with busses and action groups to get their voters out.
A high turnout would hurt the left wing and democrats as they are already a higher turnout then republicans.
