The US will always need forward military bases to reduce the time it takes to deploy to hot spots. Before the German bases served that purpose plus the defense of NATO against the Warsaw Pact.

With no threat on continental Europe, we can pick and choose where the forward bases will be. Eastern Europe will be cheaper and more receptive since we are trying to mold them in our own image now, and the desperately want to polish their NATO credentials (not to mention get all the $$ that bases bring).

Personally I think it's better for Old Europe to get out from under the US military garrison and develop on their own. They had 50 years of the US tromping around. Enough already.

The Africa angle is interesting because it shows how geographic conquest is a fool's game when it comes to containing terrorists. Step on the cockroaches in on corner and they just run to another nook and cranny where you can't reach.
