Its independent of measurement or arbitration.

Take something like money flow. Almost no one agrees about how to measure money flow into a stock, but there does exist at any given time, an absolute number that represents the amount of money in a given issue. The ability to agree on how to measure it or how to interpret that number or even its importance has no effect on the number.

At any given time there exists an absolute number of people in the US who do not have jobs, but a lot of people disagree on how you measure them and they even disagree on what it means for the economy as a whole. Furthermore it may not be possible to measure the absolute number with current tools or it may not be important to know it.

So what you always wind up with is dueling interpretations of an incomplete data set.
