You don't get it. The Bush Plan is to allow complete chaos and devastation of Iraq to continue unabated as long as possible. There is no plan to actually repair the water/sewerage systems, the power grid or the phone lines. The real plan is exactly the opposite.

Anyone who has paid attention the last couple years understands that Bush is the "bait-and-switch" pResident. The best way to predict what Bush will do is to anticipate the opposite of his rhetoric. He was to be the "uniter not divider" according to his campaign rhetoric. He's the most divisive man on the planet. He was going to be "jobs" president, he's destroyed 2.2 million jobs in America. He was going to be the "education" president, now we're "Leaving every child behind" to paraphrase his famously underfunded bill on education.

Regarding your kind and sensible offer to get the Iraqi comms systems up and running, I'd have to say you're sadly mistaken about the qualifications that Bush actually seeks in a suitable bureaucrat. Your job description would be to speak of repair while making certain that no actual repair contracts get signed and the isolation and fear among the Iraqi population is maintained as long as possible. The only task you'd actually have success at is the distribution of hand held radios with their tuners locked on Radio Sawa or other Voice Of America propaganda channels.
