The vast majority of redistricting in the US is not controversial and is usually accomplished with little rancor.

Admittedly, there are occassional exceptions. It's part of the give and take of the American political process. For some bizarre reason you seem to view as evidence of a broken system. I view it as healthy exchange of political views. Sometimes Democrats win these exchanges, sometimes it's the Republicans.
