Straw man? The UN had sanctions against Saddam Hussein's regime for 12 years because of his WMD programs. The UN security council passed a resolution unanimously calling for Iraq to stop his WMD programs OR ELSE. Iraq had admitted in 1995 to having TONS of chemical and biological weapons.

Saddam was not in compliance and was a growing threat. Bush had no choice.
