I really dispute this, although I think this is the bill of goods being sold to US companies.

The people making 100K in IT at BofA are likely business analysts, not pure techies and that skill is impossible to outsource. The techies, which can be outsourced, usually make less than 100K. Some techies like a really top DBA might make 100K but most do not. Anyway that is on the US side. On the indian side, 10K/year is low. So you aren't going to replace a top DBA in the US with someone making 10K in india.

Anyway the overstatement of what can be had in india to replace whatever we have here is causing a rush to outsource by US companies and this is overkill.
