there was a comment in Atlantic Monthly about life in Russia under communist rule...someone inspected some apartments after the fall of the communists and found individual apartments were kept up beautifully but the common areas were in awful shape...the people were asked, why didn't you get together and try to maintain the halls, stairways, etc...they replied well, besides the fact that your neighbour might be an alcoholic, you couldn't really trust anybody, so everybody avoids everybody for fear of the state...

so how could you really expect that people in Iraq would get together on overthrowing Sadaam, i read that people were afraid to even walk by the house of one of the son's...
