Fishing stocks were already down over 80% since the 70's. If you look at the actual article, you'd know that the time to get upset and do something was 30 years ago. The data pretty much shows that catches have leveled off since the 70's for most fisheries.

While you can blame the Japanese for inventing industrial fishing, they do not have the largest fishing fleet, nor do they catch the most fish - not even close; but they do keep the most complete, and most open records - so that the Nature Article could be written.
